A Newark businessman who sat a year on the Highlands borough council and, in 1948, designed and personally paid for a 132-foot public pier into the Shrewsbury River. It is the counterweight to the story a mile west: Atlantic Highlands got a municipal harbor out of the WPA and the Army Corps, and Highlands got its one piece of public waterfront infrastructure from a private citizen who wrote the check.
