Ran Roxy's, the rowboat livery most visiting anglers ended up in before the war, when Highlands had no fleet to speak of. Some of her skiffs worked the Shrewsbury; the rest were tied bow to stern in a long string, towed out to the point of Sandy Hook behind a single powered boat, and cut loose on the grounds. An angler who had had enough stood an oar upright in the boat and waited to be collected. That was the whole system, and it was hers.
